Notification center won't slide down on iPhone 4.

I own two iPhone 4 devices and the notification center won't slide down in one of them.I have tried restore and setup as a new iPhone in iTunes but nothing.The weird is that if I open the mail app for example and go landscape it works!

Has anyone solved this issue?

iPhone 4, iOS 6.0.1

Well it says the phone was defective and it was returned for a new one.But doesn't clear what was the cause of the problem.

Unfortunately mine is out of warranty,so I can return it.

I have come to the conclusion that it's a software problem alone,because everything else about the phone and specific to the touch screen and digitizer performance is working perfect.

I also noticed that when a notification pops at the upper side of the screen and I slide my finger then it works!
