Web PDF files won't open in Safari browser forMAC OS 10.6.8, not Mountain Lion

I can no longer open Web PDF file or convert them to PDF from Safari on my MAC OS 10.6.8, I am not using Mountain Lion. I have a Mac Mini and Macbook Pro??? I have the latest Adobe Reader which does not open these files nor does Preview.
