Because you bought the iphone from HongKong.

It will not get LTE in the U.S or Canada

Yes. I already saw it, but the web page means the LTE serves include the iPhone which I brought from HongKong.

You didn't read it carefully, then. LTE uses different bands in different parts of the world. A phone purchased in Asia works on different bands than one purchased in North America.
