New ipad 3 just unpacked 100% power but will not rotat the screen , Unlocked rotat at top of screen

1. Settings>General>Set Side Swith To: Rotation Lock

2. Make sure side switch is not lock.

If the above doesn't work, try a reset.

Hold the Sleep and Home button down for about 10 second until you see the Apple logo.
