seems the folder is stuck on my desk top now, I thought it was a logic template I had created that is why i moved it to the trash in the first place big mistake. help needed to get it back where it belongs!

Double-click the boot volume Desktop icon, then System. You should be able to put it back, might take admin user password. Once there, restart.

Then, you should have gotten an authentication dialog box, assuming that the account is an admin one. If not, then you'll have to change the permissions on the folder. To do that, launch the Terminal.app in /Applications/Utilities/, copy and paste in this one-liner into the window that pops up, hit the return key. at the Password: prompt, carefully enter your admin password (since nothing shows up in the window), and hit the return key.
sudo chmod -R root:admin ~/Desktop/Library
When the normal $ prompt returns, copy & paste this one-line in and hit the return key:
sudo mv ~/Desktop/Library /System/
That should do the trick, moving the correctly permissioned folder back to its normal place. If so, it should be safe to restart the machine. If not, then my next suggestion is to reinstall the software.

I sure the account is the admin, so went straight for the: sudo mv~Desktop/Library/System/
Got this message:

Also asking for my password to confirm.
I have to be really careful as i am in India at the moment with no system disks and very slow internet!

That's standard first time sudo use boilerplate.
Just a reminder that you could do bad things and you should make sure of what you are doing.
Your password will always be required to use sudo. The only time you won;t be asked for your password is if you run a sudo command immediately after anothe sudo command. You'll only be asked for your password the first time in that case.
Looking at this command
sudo mv ~/Desktop/Library /System/
is it the whole /System folder that you moved to your Desktop or a subfolder under that? If you do an ls -l ~/Desktop/Library what do you see?
And how did you manage to move it to the trash if you dind't have permissions on it? One last question if I may ask why were you messing around with the User Templates folder to begin with?
The reason I ask is because if somehow the folder or its contents got messed up in all this you could cause problems if you move it back.

only the user template folder. its in trash, moved it to the desktop then back to trash. it had a little red circle on the folder.
Navigated to the system library by mistake after I had created a template in logic, I thought that was what is was looking at, silly i know, so moved it to the trash as it seemed so far from logic!! after doing a bit of research, found out, too late, that any system library folders should not be moved. Now I am just trying to put the one folder 'user template' back in the system library, from where it came. The folder seems to be empty!
All help is much appreciated.
