ive tried the holding buttons n stuff. i called apple n they wernt much help. when i did the buttons it went from a dark unlit black screen to a lit black screen. i get a 1602 error message when trying to restore. Can anyone help me?

Is it stuck in a reboot loop(The Apple logo never goes away), or just a black screen? Because a reboot loop can't be restored as far as I know. I never could get it to restore.
