Error 21 while restoring ipod touch

My ipod doesn't turn on. (Stuck at the apple image.)

I try to restore by letting it download the update, error 3194.

I try to restore using ipod firmware i downloaded online, error 21.

Solutions I tried;

Use another USB Port.
Updated iTunes.
Clear cache.
Restarted computer
Redid my HOSTS file.

Computer information;

Windows 8

What would you guys recommend i do?

iPod touch, iOS 5.1.1
