You can't it's a tablet not a phone.

You can download several Apps liike Skype for instance to make Voice over IP calls. These are not the same as regular cellualr calls like from a cell phone because they require an internet connection. Most of these will incurr in aditional charges to you or your recipient.

In short the iPad cannot be used like a cell phone. It can be used for video calls through an internet connection like a computer would be.

I use TextNow.  It allows you to make free calls and Texts from the iPad and iPod Touch.  You can pay to get extra minutes (They have REALLY good prices on phone minutes, it costs less than an actual phone does!).
