Then you might need to get another SIM from TIM. Eventhough it works on your iPad, it could still be defective. The tim SIM should work on the iPhone. I don't see a reason why it should not.

You read wrong. The only thing that might be incompatible is the LTE network on the iPhone 5. North American iPhones are not compatible with European LTE networks and vice-versa. But that is not what is happening with your iPhone.
