Um okay. I assume you are asking if there is a need for Java?
It depends on what sites you visit. For the vast majority of the people, no.
You would have to specifically go and download Java and you would probably be told that you did need it if it was required for what you want to do.

Why?
With all of the security holes that it has I have disabled it a long time ago and don't miss it at all.

Oracle does some "funny" things these days (known secu issues...)
I would uninstall it completely, I think...
Well it has its uses, the site' wordle' needs a java plugin............thats about all I've incountered but if your going to install it then you will need to disable it. Java is basically a plug-in that lets you use more complicated applications, this was never a good idea and the developers could never make it without making a weak point in the internet where people could hack computers, a few sites need it but its not worth it. Unless you disable it.

You will be informed by OS X if it is needed to run an application. You will be informed by your browser if you need the plugin to use a specific web site.
