how to set up outlook to sync with icloud

I have managed to sync my calendar and contacts between iCloud and my iPhone, but Notes just WON'T sync at all! Someone told me that I had to install Outlook on my computer to get Notes to sync between the 2 devices, but Notes STILL won't sync, in fact, Notes is completely empty in my iCloud account! So how do I get Notes to sync between iCloud and my iPhone please? Thank you.
