How do I submit edited pdf to i-books?

My office at work has created a very useful public domain guidebook called "The Performance Improvement Guide". I have the edited 1.77 MB pdf and would like to see it available on i-books for free. I've attempted to figure the submission process out myself and have determined that I need some help moving forward. Can someone describe the process or even be willing to submitt this book for me? I'm happy to learn and do it myself if someone can guide me. The pdf is posted on our office website at http://www.uscg.mil/hq/cg095/cg09541/docs/5th%20edition%20PIG.pdf

PDF is always the worst format to convert to anything else. PDF is itself designed to be the end of the road for reading and printing. To create epub you should move the content via copy/paste or similar operation into an app like Pages or InDesign where you can edit the result and export to epub. Or perhaps you could use an aggregator service which specializes in this kind of work. Apple has a recommended list

Really thought smashwords was going to be the answer but then I noticed that they don't accept books for the public domain. Not sure what the next step is. I know you can open pdf's in i-books and they look great it would be cool if they would just accept a pdf then make it available to share in the i-book store.


Maybe I need to look at getting a copy of pages then spending awhile editing before exporting e-pub then do the i-tunes connect thing. Does that sound like it would work? Actually before I go to that effort, I need to make sure that the i-books store and i-tunes connect will even accept a book for the public domain.
