I cannot change the country store.. When I click change country or region, I does nothing

I have a new credit card.. I want to update the billing info, but it says " not allowed to use store in this region" ( or something like that ). So I tried to change my country, but nothing happens. I do not want to make another apple id, I got 3 apple products that is using one apple id. Please help me.
