How do I log out of a game center account that is on a phone that I no longer have without resetting the games?

This phone should have been wiped before you gave it away or sold it or whatever you did. It cannot be removed remotely. Either change your password or tell the new owner to erase the phone's contents.
If I change the password will it automatically log the other phone out?
No, but they will not be able to access the account. Aren't you the least bit concerned that you left your data on this phone? I would wipe it, either by asking them to do it or remote wipe it from Find my iPhone if you enabled it.
It is actually their phone. I logged into my game center account because they already had their account open on their new phone and wanted to play a game against another individual. I am however, no longer in contact with this person and they continue to utilize the account. I did change the password but wanted to confirm that had solved the issue. Thanks for your help!
Ok, now I understand the issue better. While changing the password did not auto-log out, it did stop them from being able to "utilize the account."
