To access the User Library in ML you hold down the options key and click the Go menu.
I want to access my Snow Leopard User Library stored on my Time Machine.
How do I do it?

What happens if you open your Library file (as you describe, from the Go menu) then "Enter Time Machine" from the menu bar?
After a brief delay, TM opens and then jumps to "ianbrowns iMac" window.
Are you able to navigate to the Time Machine Library folder(s) directly using Finder ?
The users home library folder prior to Lion appeared as a normal folder in the user home folder, there was no need to do anything special to see it or select it.
As CT suggested you should be able to open TM and navigate to the folder by going to your Home folder and clicking on the Library folder.

There must be some mistake.
When I opened TM there was no Users Library.
However, by opening the Finder I was able to navigate to the HD with TM on it and open the TM folder structure just like any other folder.
I never realised you could access the contents of TM without actually opening it.
No mistake, I'm an infallible judge!
I don't really know what TM is doing in the Menubar as it's much easier and quicker to access it by navigating via the Finder.

You really shouldn't be going into TM without using the TM interface, the 'Starwars' screen.
I'm surprised to hear this. I don't have TM running right now but in the past when I've used it the TM interface presented itself as a finder which allowed you go view the state of the system at a point in the past.
Why? It appears to be just like any other nest of folders . . . famous last words.
I didn't move anything from it. As it is on a different drive all I did was copy the folder.

It appears that way but in fact, many of those are just aliases, if I understand TM's workings well enough.
