keyboard shortcut to change function key behavior

I frequently switch between windows and os x on my mac via parallels. On the mac I want the function keys to work as standard (volume, brightness, etc) but in windows I want them to work as the windows standard (F1-F12).


Right now I have to manually go into system settings to change the behavior manually (so that I don't have to constantly use the fn key, which seems to mess up certain keyboard shortcuts). Is there an existing, (or way to make a new) keyboard shortcut specifically to change this behavior? (ie. hit, alt+command+F to switch function keys between windows and mac standards)
