What do you mean by "open the device"? If you mean you want it unlocked, you have to contact the carrier it is locked to. Only the carrier to authorize it to be officially unlocked.
Following on to randers4, if "open the device" literally means open up the device to access, for example, the battery, then no, you cannot do that.

The solution is to contact the carrier to which it is locked. That's been stated twice previously in this thread. There is no other legitimate solution.
