Yes you can. If you have a new Mac you can migrate data to the new Mac from the Time Machine backup so your data is all available. If not then you can use any system that will read the Time Machine drive's "HFS+" format (usually a Mac, but there are some Windows drivers for reading the HFS+ format), and then browse the Time Machine drive to copy files off of it. The backups are sorted by date, so go to the most recent one and your files should be organized within each backup as they were on your old Mac.
What are you accessing the Time Machine backup from? PC or Mac?
If Mac, you could use Migration Assistant to bring what you want over from the backup.
Or, you could just take ownership of the backup, then navigate into Time Machine app and just restore specific files via the Finder. If you can find what you want from Finder, you are set.
