When I synch my iphone 4 it does not synch my contacts, but everything else? I have my icloud back up on off. Help? I am upgrading to an iphone 4s and need to back up my contact info.

Try the app My Contacts Backup.
Do not sync your contacts to where? If you turned Contacts on in iCloud, they will be on your new phone when you sign in to iCloud. Also go to Settings > iCloud > Storage & Backup > Back Up Now.
