I have downloaded and installed iCloud, but I can not open it.
After downloading and installing, signing in and getting the icon on my dock, why can I not OPEN it?

It isn't clear what you have done. You can't download iCloud, there isn't a download, it comes as part of the operating system. Also there is no Dock icon for iCloud.
