iPhone 4 does not complete sync of apps from pc

My iTunes (11.0.1.12) on my pc does not complete the syncing of apps to my iPhone 4 (iOS 6). It starts of with Step 1, does Step 2, and when it gets to Step 3 "Determining apps to sync", it stops and does not complete the process.

When I make changes on my phone while it is plugged in, one can see the changes, however when I make changes on my pc, not changes on my phone.

Please advise of what I can do
