My new iPad Mini turns wifi off while in standby mode. I don't remember my old iPod ever doing this so I was wondering if there was any way to turn off the way it turns off automatically

Try to forget wifi connection, then sign in again.
If not works, reset network settings.

That is correct. Your iPad Mini, will as a power saving measure, disconnect from WiFi when in standby. This cannot be changed.
Note that it will not do this when plugged into the wall charger. It only disconnects wifi in standby when running on the battery. When running on external power, wifi remains active.
