I have forgotten my iphone 4 password and its disabled and says "Conect to iTunes" when I connect it to iTunes it wouldn't recognize it and my iPhone 4 is running on IOS 6.0.1
any help please ?

Do as the manual says and restore the iphone.
If you are unable, then type "unable to restore" into the search bar at the top of this page by Support and read the resulting help article
iTunes won't recognize my iPhone it says that the iPhone is locked and I must type the password :|

You need to use Recovery Mode.
