How do I upload the photos on my iPhone to my new iCloud account?

Help! I am new to iPhones and iCloud. I just set up a new iCloud account so I could access the photos on my phone through my iCloud (Photo Stream) on my PC. None of the pictures are there. Do I need to upload them the first time? If so - how do I do that?
