What can I do to prevent volume spikes when two audio regions are crossing over in my mix using waveburner

First of all you have to find a so called zero crossing in the audio waveform you're editing. After that you slide the incoming audio region towards the end of the outgoing audio region, that way you'll produce a crossfade, clearly visible on the screen. Adjust to taste.
