Sending picture messages over WiFi, cellular data turned off

I just got an iphone 4S, I have been trying to send a picture message and keep getting a not delivered message. I am currently connected to a WiFi network. Does my cellular data have to be on to send pics? Or should I be able to send picture messages through WiFi? Its an ATT phone.

If your sending an imessage with a picture to another iphone user then no.

If your sending to an non iphone user then yes.

also check in message settings that MMS is turned ON.
