I set up my newly received IPhone 4, connected to my wi-fi, then turned it off. I now want to turn it on and turn off bluetooth, but when I go to settings, general, none of the options respond. I touch them and nothing happens.

I set up my newly received IPhone 4, connected to my wi-fi, then turned the connection off. I now want to turn it on and turn off bluetooth, but when I go to settings, general, none of the options respond. I touch them and nothing happens. I tried resetting the phone but that doesn't work either. If anyone can help me resolve this, I'd really appreciate it. Does Apple have a chat or live help available?
