Import them to your computer as you should be doing regularly.

Sync them to the other device

See http://support.apple.com/kb/HT2109. If you only want to transfer photos, import them to your computer (http://support.apple.com/kb/HT4083) then sync them to your new phone with iTunes.

This way no cables are needed! If you have photo stream turned on you can create a photo stream and share it to your new device, you simply select all of the photos you want to share then create a photo stream and it wil show up on your new iPhone if it is logged into iCloud.

Photo Stream:

Photos>Edit>Select Photos>Share>Done

Now it will pop up on your new iPhone if it is logged in to iCloud!
