Accidentally deleted siri on 4s, how do I reinstall?

Siri cannot be deleted by a user (there's nothing to "delete", per se). You may, however, have turned it off. Check the Settings and see if Siri is turned off there. If you don't see Siri listed at all, check the Restrictions in the General settings and see if perhaps Siri is disabled there.

You say it can't be deleted but it's not under restrictions either. Now what?
First, and forgive what may be a dumb suggestion on my part, confirm that you really do have an iPhone 4S, particularly if this is the first time you've tried to set up Siri.

If you're certain you have an iPhone 4S, you may need to restore your iPhone.
