app store wont let me download anything on my ipod touch

i press free then it says waiting.....then a message pops up saying " Unable to download at this time" its been doing this for almost a month ...i restarted my ipod ..i signed out of my apple id and signed back in. and i disconnect my wifi then reconnected it. STILL WONT WORK
