Plugged in or not, it only plays to the internal speakers in apps, safari, and Music. Suggestions??

When they are plugged in, when you adjust the volume, does it say "headphones" on the on-screen sound icon?
No. It does not.
Then it is not recognizing them. Either defective headphones or defective headphone jack. Both are covered under the iPad's warranty. Make an appointment to have it checked out, they will replace whatever needs to be replaced, no cost.
This is bad news for me. No Apple store around.
Where did you purchase it? Send it back to them. Or if you ordered it online, call Apple and you can send it in.
