Configuration iPhone with wind

Is the iPhone "locked" to a specific mobile carrier, such as "TIM"?

Well, you need to be sure. If it is NOT "locked", then you need to contact "Wind" to provide customer technical support for their service. If it IS locked you would need to get the mobile carrier that it is locked to to "unlock" it before you could use it with any other carrier. Apple does not unlock iPhones.

I moved from TIM to WIND like several months ago, lately upgraded to iPhone 4s ;-) without problem.

I start to have problem today with iOS 6.1 :-/ today is the first day with iOS 6.1 on my phone :-/

The iPhone 4s doesn't work with WIND Mobile (Canada).

WIND does not currently carry the iPhone, however they do offer Nano SIM Cards that are compatible with most unlocked iPhone 5s, iPhone 5c, or iPhone 5 models.

You should visit a WIND store to purchase a Nano SIM. All Nano SIM Card sales are considered final sale and are not eligible for a refund. This is what WIND Mobile says.
