My wife's AT&T iPhone 4 just stopped working while she was out of town (returning today). I have an unlocked AT&T iPhone 4 here at home. When she gets back, can we put the SIM card from her non-working phone in my unlocked phone, and can she then use the unlocked phone as if it were her original one?

Yes, as long as her SIM is in working order. You will need to log out of your iCloud account and use hers so her contacts get transferred and so she can dowload her apps.
Thank you! Since we have separate computers, I suppose all I need to do is restore the unlocked phone using my wife's iTunes backup on her computer. Does that sound right?

Yep. But make sure she logs in to her iCloud account. If not she will get the iinfo from whomr iCloud account last used the phone. If you can try to back up the "old" (non-working) phone before restoring the "new" phone. That way she will have the latest backup.
