Why does it say "This Apple ID has not yet been used in the iTunes Store?"

So I'm kinda new in this apple world(YAY), so please help me, I'm not gonna buy a product, but whenever I want to install a "free" application it pops up at says that I need to review my ID... Can you help me guys, I cant download anything in my phone... -.-
