Why do I no longer get an iTunes screen where I can sync my iPhone to my PC?

I have uninstalled and re-installed iTunes on my PC three or more times but still don't get a screen where I can sync my iPhone to my PC. Nor can I find any buttons, links, or other ways to get to such a screen. I also find no instructions regarding this or a reason why the latest update removed the sync screen.

Can anyone help, please??
