Apple Pro Mouse randomly stops moving the cursor briefly

I was given an Apple Pro Mouse. Upon connecting it to my Titanium PowerBook, it works most of the time, and sometimes it stops moving the cursor or responding to clicks. It normally lasts about 0.5-3 seconds, and the laser light stays on the whole time, even while it is not responding. Sometimes after it stops responding, it refuses to work until the mouse is unplugged and reconnected. The PowerBook has USB 1.1 ports. However, the iMac series that this mouse shipped with also contained USB 1.1 ports. Sometimes, when it is plugged in, the laser light blinks four times, and then shuts off. After unplugging the mouse and reconnecting it, it works again. It's really strange. It did the same thing on a newer Aluminum PowerBook I once had.

I also have a USB 2.0 PC card with a power connection. Upon connecting the mouse and power, it still does the same thing. Note that I used a USB 2.0 extension cord the time I tried with the PC card.

The strange thing is, while it is not responding, the laser light will brighten if the mouse is moved, and dim if not. It sounds like the computer could be the culprit.

These messages pop up everytime the mouse stops working. The only other things plugged in are the power cord and a DVI cable connected to a second display.

Upon removing the PC card (leaving mouse and power connected), this popped up.

How on earth does a mouse (yes, it was the only USB device connected at the time) draw too much power??
