I brought i phone 5 from apple store and i am using in UAE, but i didnt find any option like face time in my settings, how i can get this facetime

If the iPhone was purchased in UAE, it will not have FaceTime. There is NO way to change this.
One of my friend purchased from one of UAE Local store (Sharf DG) he is having facetime
In this case the iPhone was illegally imported from another country.

Many middle eastern governments do not allow facetime. Phones legitimately/legally sold in those countries cannot get facetime at all.
