I have a iPhone 4 and my FaceTime isn't working the option isn't available on the setting or when I go on contacts also when some one try's to FaceTime me it says I don't have FaceTime available if anyone can help I would be grateful

No it's not under the restrictions and it is from Dubai

That's the problem. FaceTime is illegal there and is not available on any iPhones sold there, even if updated and used outside the middle east.
No way to change this then?
Nope. Sell it and buy one originating elsewhere.
