i cant scroll

I cant scroll down and i have to double click everything and it voices everything i touch

It appears you have the VoiceOver Accessibility feature turned one. Triple click the Home button and go to Settings>General>Accessibility and turn it off. Use three fingers to scroll if necessary to get there.
