You should know that iLife apps (iPhoto, iMovie, GarageBand, iWeb, iDVD) don't come preinstalled on OS X so, if you didn't install them before upgrading or you made a clean install, you have to install them again. Insert the iLife DVD or Applications DVD that came with your computer to install iLife applications
iDVD is really handy for what it does, but Apple never revised it. It was never offered through the Mac App store.
It was only available on the iLife DVD.
i DVD doesn't run on OS 10.8.2 (Mountain Lion) even if you can install it.
iDVD is compatible with Mountain Lion, but it depends of the iLife version you are using. The iDVD version included on iLife '09 and '11 (iDVD 7) works without any problem, but the version included on iLife '08 or older aren't compatible. That's why you can't use iDVD
Just a little tidbit, if you are running Mountain Lion, that machine is not a PowerMac G5. Mountain Lion only runs on Macs with Intel CPUs. G5s are IBM CPUs.

I have OS 10.8.2, iDVD works perfectly. (I use it with iMovie 06).
