is airplay available in lion
I'm trying to send a video to my tv through apple tvbut can't find AirPlay. Does Lion offer AirPlay.

No. Airplay is a feature first offered in "Mountain Lion" 10.8.

Make sure that the devices are on the same W-Fi network.
Open the file using iTunes and (if the file is supported) you'll see the Airplay icon at the bottom of the iTunes window. Click it and choose your Apple TV.
Airplay "Mirroring" is a feature found in Mountain Lion. It allows anything seen on your display (menus, icons, apps, etc.) be sent to your Apple TV.

It's easy to confuse "Mirroring" with "Airplay".
Mirroring is also available in iOS devices as is Airplay.
