I want to restore my iPod and put new music on it but my computer isn't recognizing my iPod?

My old computer broke and it had the itunes my ipod was synced to, and now I have another comp with new music and I want to switch the music out but my computer (Windows 7 64-bit) isn't reconizing it. It's charging but even in the "devices" it isn't showing up.

How do I make it show up? Nothing else in the devices tab is showing up (it's not being registered as a camera etc..)

So how do I sync my ipod if I can't even see it?
