I want to sync my new laptop with my old ipad to get music from ipad onto PCM but how?

My laptop was stolen and I want my iTunes library accessible on my new one, yet it won't come up. I can't sync my ipad to my laptop, the music won't get transferred. How can I get my music from ipad onto new laptop? I have the windows 8 version.

I am currently stuck listening to a few CDs I've burnt.
