How can I switch back to US App Store?

When I went through these steps, it take so me to another step which requires my credit card information. I put in all the information, but it continues to decline it. And it asks for it aswell when I try to download an app. How do I fix it?

Open the App Store app on your iPad and tap the Featured pane. Scroll to the bottom and tap on your Apple ID. Sign out of the ID. Then tap to sign back into your Apple ID, when you do so you should be told in a popup that your account is only for the US store and that the App Store app is being changed to the US store.
