How can I release Photo Stream storage when there are no photos?

Hi, I have a 2012 iPad. At one point I had over 2,000 pictures on it. I ended up deleting them all, and since only had 7 recent pictures on it.


I just noticed that Camera Roll was using 482 MB of storage on my iPad. I tried deleting the 7 pictures to see if that released that storage memory, but all it did was subtract the 16 MB of my 7 photos and shift the remaining 466 MB to Photo Stream. Photo Stream was, and is disabled.


I've tried resetting Photo Stream on iCloud.com, toggling the Photo Stream function on my iPad, and hard resetting it several times, but I just can't get that memory released.


Is there anything I'm missing?
