How to Use Function Keys (Keyboard Shortcuts)?

Hi,

I'm trying to program function keys. But everytime I try to create a command for, for example, the F10 key, all that happens is it mutes my music. If I try FN+F10, the same thing happens.

Confused.

iMac, Mac OS X (10.6.7)
