I tried to call a person with an iPhone through FaceTime locally and internationally however it says that the person is unavailable for FaceTime. What does that mean? What can be done to fix this problem?

It says that whoever you are trying to facetime is not available because they are not online to connect. Either they only have an iTouch that needs wifi for facetime, or your friend might not have set up facetime on his device if he recently got it. It has nothing to do with data plans. It has to do with the person on the other line, not you.
It needs wi-fi or:
The person has to be connected to wifi or be on a cellular connection with a carrier and plan that supports FaceTime.
I know for sure that the person is on a data plan therefore why doesn't it work?
Many cellular carriers do not support FaceTime at all.
Being on a data plan is not really relevant.
However the phone was bought here and brought there so the plan is based in the USA
