I cannot get past the Iphone configuration screen after i restored my iphone

I forgot my password to my Iphone 3Gs and i couldnt remember it. Knowing i had a back up , I restored it. Now i am at the configuration as if i just got it and i cant get past it, The phone doesnt have service either so .. What is the best soulution
