Can I print from my iPad 2 without a wifi enable printer?

The short answer is no, you can't.

The long answer is that you can provided your printer is plugged into a computer that is switched on when you wish to print from your iPad.

There are applications you can install on your computer that will make a connected printer "air print activated"

I have a Mac so I use an older copy of Air Print Activator (it used to be free, but isn't any more)

Apple products only support AirPrint printers so these are two makes that I would recommend to you HP & Epson. I hope this helped you.
