I have limited understanding of ipad therefore I cannot answer some of your questions as I cannot access the information due to this message, which I cannot clear
iPad (3rd gen) Wi-Fi
Have you tried a reset ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider if it appears), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

I have a message on my iPad which reads "iCloud Backup - This ipad hasn't been backed up in 5 weeks. Backup happen when this ipad is plugged in, locked, and connected to Wi-Fi" I cannot clear the message not will it clear when I sync it to my computer.
